well i'm no CW specialist but this would be my assumption: Alex served as a winning condition before, alongside with Grommash. for instance you defend defend defend, clear the board, remove this remove that and when your opponent is out of resources, you can safely drop alex, followed by Gromm with activation, which is almost lethal at this point ...
but times have changed and decks got stronger, so the "survival part" is now even more important because of overall inceased deck quality and especially sticky minions, that require multiple board clears. with cards like Bash or Justicar CWs got good cards that help to survive, but some cards had to be removed, in i think Alex is one of them
The problem with Alexstrasza is that at 9 mana it's almost a dead turn other than the health reduction. In a meta where so many people are playing aggressively, not doing anything against their board will cost you more than it will win the game for you. In addition to this, Reno Jackson decks are still pretty popular and that care negates Alex for 3 less mana. That's why its almost mandatory for Alex-decks like Freeze Mage to run more burn than they used to, in order to counter these Reno decks.

Why CW's dont use alex anymore and one CW deck with alex is best vs a CW's deck without alex?

Alex is not a staple anymore imo. I would even dare to say Baron Geddon is more helpful.
