Experimenting with him on rank 4-5. Even Won me a few games so far. The 4 health on turn 2 is hard to clear and the card draw comes in handy but then again he can be taken out unpunished till you get to inner fire him.
I've been hoping to get him and Millhouse Manastorm in packs so I could try them together. It's been 3 years, and I haven't seen either not once in a pack.
Besides that, yes, I think Nat Pagle could be a strong card in priest. I've been trying to find ways to make Inner Fire a staple card in every priest deck. Priest minions in general always had more health than anyone else, so running inner fire should be in every priest deck almost. The problem is, which minions should be included to take advantage of their higher health? Nat Pagle fits as a card that priest could abuse with Inner Fire on turn 3. As you said, 4 health is hard to deal with on T2, even harder on T1 with coin, and if it does indeed survive, you just heal him up. At the very least, it's a Shieldbearer that can possibly draw you a card. I used Street Trickster to take advantage of his 7 health. Was definitely a problem for the enemy. Made my Holy Nova more effective and gave me a strong 7/7 body most of the time. If that's your goal with Nat Pagle, I say keep doing it. I think it will work if you find the right mix of cards.
