Shieldbearer
shieldbearer has even better stats.... 4 for 1 mana is 2x the mana cost. Shieldbearer is also one of the BEST ones you can hope to get. That will be extremely broken to get. Imagine a druid playing a piloted shredder the turn after which is already broken and extremely hard to deal with only now theres a 4 hp taunt in the way. More HP than pretty much anything you're going to have on the board to kill it with.
Most of the time better than tuskarr totemic.
This card is a scary pickup for Druid. As they(Druid) have already proven, is that it thrives on tokens and sticky minions. They've shown that even 1/1's are a force not to take lightly when up against Ramp or Aggro Druid.
The mana cost(3) for a 3/2 body perhaps isn't the best of stats for such a drop, but the mana cost is not an issue for Druid. Something anyone who played Druid should know about now. It's a beast that could help out in the future once Beast Druid becomes viable(more viable).
This will make Ramp and Aggro Druid stronger, 2 decks that are already considered some of the strongest decks in the Constructed scene.
Fitting another sticky 3 drop into those decks isn't a issue.
I hope Blizzard takes this to mind, pushing more sticky and effective minions for druid that boosts that archtype will mean, trouble in balance, sooner than later. Savage Roar just became stronger, in combination with Force of Nature and a hoard of sticky minions(now including this card) it probably needs to be addressed in the future. A combination that's already at the boarder of "to powerful" or has already passed it.
That said. It's a great card, the art is superb as well.

Savage Roar is one of the best druid card you'll ever ask. I completely fucked up the opponent with mech+Savage Roar combo
This card will definitely see some play.
Not broken, but a solid addition to Aggro Druid, an already dominant deck in the actual meta.

Not broken.
Piloted Shredder is ridiculous because on turn 4 tempo is still very dominant over value (Piloted Sky Golem is played a little later and so doesn't play by the same rules), and it's above curve anyway. You get a 3 drop body plus a two drop body on the deathrattle, and the package costs 4 mana.
This is a 2 drop body plus a 1 drop body for 3 mana which is much more realistic.

I agree that it isn't broken. However, I think it's a lot better than Harvest Golem. A 3/2 is generally considered better than a 2/3 (particularly in a Shredder-heavy meta). Likewise, I think I like a random 1-drop a lot more than a generic 2/1 mech (since druid doesn't really need the sticky mech synergy). Yes, you can get stuck with a 1/1, but even there you can still get a total of 4-damage between the Raptor and a bad Chicken or Murloc, same damage as from a Harvest Golem. Further, there are no truly bad 1-drops (no Doomsayer or Explosive Sheep to sometimes ruin your day), and some are quite strong. Getting a taunt minion will allow you to make more favorable trades. A priestess or Imp can pump your minions. A Dust Devil your opponent can't clear (spent their mana to remove this?) can be devastating. The unlikely but absurd chance of amazing Webspinner value.
