It only depends on the regionflag of your account, which gets created when you create your account. In addition you just need to have enough time, just check with any of the many world clock websites if it fits your timeframes. Tournaments usually take 3+ hours, depending on amount of players playing etc. they can take way longer. If you want to register for a tournament, most tournaments offer a link where you can do so.
Maybe you created the account on eu.battle.net and it mixed up? (not sure if that is even possible)
Anyway, if you feel that is a problem for you, contact blizzard support to "change region". In addition, once Hearthstone hits release, the region restrictions get lifted and you are free to switch between regions.

Oh! Thanks, I didnt noticed the regionflag, its on Blizzards page?
Yes, see here:https://us.battle.net/support/en/article/global-play
So argentina is under the NA Flag.
So you should be able to play in any NA tournament.

Great!
Thank you very much!
It should, but for some reason, during closed beta, I could only join EU.
