I'm curious on what kind of deck can someone build to accumulate wins at low levels.I tried some stuff (I really like aggro locks for example) but the thing is, players and especially low level ones dont follow a meta or a specific strategic process so I encounter a really big variety of heroes and tactics, and its impossible to adapt to one to "counter" it. So , what kind of deck do you guys think, as low-budget as possible, is better at most cases?

Not devoted enough to spend money/lots of time , but still like being somewhat competitive
Peaked at rank 3 couple seasons ago, usually around ranks 10-5 at the end of seasons (unless it's been a busy month irl)

The Agro Hunter is really solid for someone who's just getting started. Once you've reached level 10, there's only one card you need that you won't already have: Unleash the Hounds. It only requires 40 dust, and even if you're just getting started, it's worth saving up for. If you do go this route, be prepared for some hate. A lot of players are frustrated with the prominence of Hunters right now.
The Ramp Druid is also a fairly good choice for someone just starting out. Once you reach level 10 you'll already have 2xInnervate and 2xWild Growth - all that remains is putting together a deck of solid all-purpose cards (the Chillwind Yeti and Boulderfist Ogre are a good place to start).
Playing Druid is meh without some expensive cards like Ancient of Lore. Warlock aggro (Zoo) is a really effective and cheap deck. It focuses on early drops, then using buffs, taunts, and big chargers to aggressively control the board and hammer away at the opponent. Aggro Hunter, Mage, and Warrior should also be cheap. Shaman and Mage have been shown to be good cheap decks if you're looking to play midrange/control because they have great free removal in Poly and Hex.
