First of all: Why dragons?

You always play twilight drake in control warlock, and this was the starting point of this deck.

Book Wyrm is incredibly strong in the current meta. He can kill some of the big warrior taunts, hunter`s thundra rhino, rouges vilespine slayer, tar creeper, wickerflame, frothing berserker and many other good minions.

Ysera is an extremly good lategame card and can kill priest nearly on its own. Furthermore she survives a hit from the warrior hero power.

Historian is extremly useful, giving yeither more twilight drakes/book wyrms or a primordial drake against aggro/midrangen or more lategame threats against control.

The other cards:

Medivh is a core card of the deck that can win you games on its own. It turns your siphon souls and twisting nether into tempo cards, removing minions and maintaining board control is just to good to not play it. Finding the best time to play medivh is a little bit tricky, but as long as you do not die in your opponents  turn, its usually correct to play him, especially if you have a twisting nether in your hand.

Jarraxus either functions as a finisher in long control matchups or as aheal against aggro.

Elise often wins you control matchups, generating value and slowing fatigue.

The rest of the deck is self explaining. Healing, taunts and AoE like in normal handlock to fight back aggro.

How to play?

Just play it like handlock, tap as often as possible. You`ll have to manage your dragons very efficiently, because you only play 5 of them and you need at least one to activate your wyrm and your historian. Your lategame is incredibly strong, even without extra dragons from historian. Against aggro, mulligan hard for hellfire, mistress and mortal coil. Always keep drake. Against control, drake is much more important, you should focus on tapping as often as possible to draw medivh. you have a huge amount of healing. Against freeze mage you should save earthen ring farseer as long as possible to counter his alexstrasza and get you out of kill range.
