Here's an extremely cheap budget deck that can probably get you to Rank 15 or maybe higher. No legendaries, no epics, not even rares! This is all made possible by the mage's really good basic and common class cards.

Note: Firelands Portal is free just by playing the first wing of One Night in Karazhan. Therefore, this deck actually costs 400 dust to craft.
