Mulligan:
always keep: Fire Fly, Mecharoo, Voltaic Burst (when you have coin because you can play 2-drop like flametounge totem as a follow up), Menacing Nimbus or Primalfin Totem
vs aggro: Lightning Storm
vs control: Mana Tide Totem, Storm Chaser
when you have good mana curve: Flametongue Totem, Mana Tide Totem, Storm Chaser
Sidenotes:
Earth Shock - it might be a good keep against hunters and rogues because of deathrattles
When you have elemental on turn one you can also keep Elementary Reaction (this play is better against slow decks)
Card Replacements:
Thrall, Deathseer or Electra Stormsurge -> second copy of Bloodlust (it's from full deck)
Mecharoo -> Glacial Shard (it's elemental and it synergies with Earthen Might)
Upgrades:
Grim Necromancer -> Corridor Creeper
Bloodlust -> The Storm Bringer
Primalfin Totem -> Electra Stormsurge
Earth Shock -> Unstable Evolution
Primalfin Totem -> Thrall, Deathseer
Cards That might be included:
Zap! - when you face a lot of aggro decks
Blood Knight - when you want to counter opponent Giggling Inventor
Microtech Controller - create more tokens
Stonehill Defender - protect your minions and get sth interesting like Al'Akir the Windlord or Lich King
Sandbinder - draw an elemental
Sea Giant - you can easily get a discount
Strategy:
At the beginning of the game to try control the board. At the same time summon a lot of tokens to set up Bloodlust.
vs aggro: Bloodlust is not as that important. It might help you in trading. Keep a lot of small minions and Flametongue Totem for better trades.
vs control: try to play around board clears. If you think that they don't have it go all in for Bloodlust, otherwise try to bait a board clear and when you will spot the right moment play Bloodlust. You want to draw a lot of cards with Mana Tide Totem to develop threats.

thanks for the list, very nice deck!
This looks like another fun one. I can’t wait to try it out. Substitutes for Saronite Chain Gang? I appreciate the budget decks!
