Like those said below, it seems that the order is "whatever benefits you the most" for buffs, or just simultaneously, for transformations, Wrath (which deals 4 and draws a card), and Starfall, which deals 7 to one minion and 2 to the rest.
Video isn't made by me (credit to Jack), but it does go over all interactions. In particular, at 1:59, Power of the Wild gives the Panther the buff, and at 2:11 Cenarius's treants are buffed.
Mark of Nature occurs at 1:07.

Edit: Yeah, a couple of times I've actually discovered Fandral Stahelm from (the "buffed") Raven Idol. And another Raven Idol. Infinite value!
Just tested it with Keeper of the Groove both modes happens simultaneously so, it kills divine shield minions and doesn't trigger deathrattle or damage effects..
Confirmed about the order of Fandral/Cenarius.
With Fandral on the board, I summoned Cenarius. He created 2 x 2/2s with Taunt and THEN made them 4/4s.
This is not speculation. I just did it.
Now, I'm not saying it's likely you'll get this combo in a game, but this proves that Fandral does not always go from Left to Right on the card.
I think this card is bugged. It would let me get the first card to use both of the effects but when I tried to use it for my Druid of the Fire nothing happened. It prompted me to choose and it did not give me a 5/5 ): I want this card to work.
when the druid of the fire both effect didn't happen were Fandral on the board or has it been killed?
real question. why wouldn't i use this in standard?
It can be worse or equivalent to Senjin if you play it on curve. Don't 'expect' it to stay on the battlefield. You probably can get more for 4 mana in most cases. It has a great ability though - but stinks on curve.
Not saying it's bad - but you asked why someone wouldn't play with it. If the meta is fast, then you'd probably want better and more consistent 4-drops.
are u crazy? this card is EXACTLY on curve. druid of the claw 5 mana. nourish five mana. druid of the saber and druid of the flame 5 mana. wrath and druid of the flame 5 mana. starfall 5 mana. this card is on curve
If you play it on curve, you are very unlikely to get value out of it unless you're playing a deck that has no board position and/or has no removal. Good luck with that.
He asked when it's "bad" - that is the situation where it's bad. If this card is killed, then you were absolutely better off playing a minion with better stats and/or different abilities - you would have gotten more value out of it, because a 3/5 minion that did nothing when you only had 4 mana is worse than senjin.
Does that make sense? I am not saying you can't fit it into a curve - I'm saying if you play it on curve and it dies, then it was clearly worse compared to another 4-drop minion that actually did something.
Of course the card is amazing if you can cast spells with it - and if you're going to include it in your deck, that's exactly when you should use it - to make it better than senjin. But if you think you're winning games because you're running it out there, getting it killed when you have 4 mana.... then you really don't know understand why you were winning those games.

I got a golden one from one of my packs! :D And indeed it is awesome :D Sadly it is a soft taunt which people will try to remove asap. Otherwise if you can pull it off, it's good.

You don't build your deck around this card. Because you can only have one copy of a legendary, you can only build around them if they have huge effects like Reno and C'Thun, both of which Blizzard has balanced by literally forcing to warp your deck around their needs.
Staghelm, like almost all other legendaries, is an adder. You play him in a deck where he synergizes well, you don't play him if he does not. Assuming you have more than a few Choose One's (and almost all Druid decks will have 2xWrath, 2xMire Keeper, 2xDotC at minimum, probably more), all you need is one copy of one of them to make Staghelm a net gain. And if you can play him early, either via ramp or Innervate, you will almost always get a positive trade and/or force premium removal.
This is definitely a solid card. I can't wait to craft my golden one tomorrow!
