Well, you can't compare weapons to different classes like that, Death's Bite might be better, but : 1 - It's for warriors; 2 - It rotates out from standart, and Blizzard said they will focus on that game mode, no Belchers, no Spiders, It might see some play IMO
this weapon must summon Unbound Elemental
Let me make a claim:
If the elemental would be a 3/2 there wouldn't be that much whining about it being bad.
Why? Is it because 3/2 are average stats for 2 drop while 4/2 are bad stats for 3 drop, causing incorrect initial perception?
If that is the case I see your point, however the attack of the weapon is the main issue people are focusing on and I think most people on the forums are more analytical, looking past initial perception and into the actual practical implications. You do get one or two people who will just look at something and think it is good or bad but I think and hope they are few on the forums.
Bad card for 5 mana. There's a much better shaman card for 4 if I'm not mistaken.. it's 2-4 and swaps the hero power to deal 2 dmg. Well the dmg is the same.. and I'll kill the 4 2 elemental with my new hero power and continue killing minions with it.. while the 4-2 will die f to any 1-2 drop). The best shaman whepon is of course Doom hummer but it will not be available in standart right?

Oh yeah 4 health such value. Nothing compared to 3x 4/2 for 5 mana. And you loose so much value when it gets Oozed oh no!
4 heal is not as good as a 4 attack 2 health minion

Insane card...If truthsilver is good, then this is op...
the fact that this weapon cost 5 mana makes it worthless in my eyes... the other 4/2 weapons works because the attack and the mana curve fits.. when you get to turn 5 you need more than 4 dmg to kill a creature which pretty much mean you gotta trade something into a minion and give it a dash with your hammer pretty much making your own trades 2 for 1... bad card
This card isn't that good compared to all of the other decent weapons.
for example a 4/2 minion is almost useless because it dies to almost all 2 mana drops and maybe even 1 mana drops so it's useless...think ice rager with minus one attack
a 5 mana 4/2 weapon it is basically a truesilver champion but instead of the 4 health gain it's crappy ice rager which dies easily and the weapon overall costs 1 mana extra
in my opinion this weapon might be played in some decks but overall doomhammer still reigns supreme in a shaman deck

its the one additional mana added to the 4 mana weapon
a 4/2 wep that summons a 4/2 for death rattle so it's pretty much a 4/3 weapon for 5 mana
doom hammer does 16 dmg, this also does 16 dmg total with its minion, if it lives. i think it's decent, but i wouldn't say it's better than doom hammer. have to test it for sure

Edit: I think I realize now what you're saying. Basically, Doomhammer costs 7 mana, and this costs 5, right?
