If you play 2 of these then does it work like Shadow Form were you get a better hero power? Otherwise I don't see the point in running two of these.

It will probably be the same as the Silver Hand upgrade from Justicar Trueheart but with murloc's instead.
Pretty shitty card. Why would you want this in a murloc paladin?
In a way though, this counters anyfin by flooding the pool of murlocs with 1/1s
Also anyfin is losing a lot of power in standard through the loss of old murk eye
The more 1/1s they have had killed, the lower your chances of summoning a charge murloc though

Justicar improves only basic hero powers, so, I think it won't improve this one.
I'm confused as to why this card isn't for shaman
You can still get legend using midrange shaman easily.
Unless you mean tournaments. But I doubt you ever participated in tournaments.
If this is a joke, then, well, yeah, but if it isn't, well, this card isn't that great. You gain the murloc tag that sometimes has an upside, but you lose the fact that you're summoning Siver Hand Recruits, which means (In wild at least) no Quartermaster synergy, no Warhorse Trainer synergy. And, of course, it utterly ruins Anyfin can Happen.
Why would I run this in a murloc deck? At best it adds the Murloc tag to your Silver Hand recruits which, yes, synergizes with Murloc Tidehunter and Murloc Warleader, but those cards will become instant bait for hard removal. At worst? 7 vanilla 1/1 murlocs off of Anyfin Can Happen. In a murloc deck that runs all the murlocs, fine, it's a marginal upgrade, but it will never become a successful competitive deck.
