My first thought when this card was revealed pre-GvG was: "this card has potential, and while I can't figure out how to use it, someone much smarter than me is going to figure it out." Maybe I underestimated my own figuring-things-out skills because unfortunately that's just not the case. Nobody has figured him out, probably because he's just not that great.
I've tried every single possible way to exploit spare part synergy: Violet Teacher, Gadgetzan Auctioneer, Archmage Antonidas, Token Druid, Miracle Rogue.... Nothing worked. There are very few if any decks that would prefer the Spare Parts and +2 HP over Sylvanas Windrunner. Yes Archmage uses spare parts well, but Mech Mage is so strong as-is that there's no reason to put in even more spare parts on a mediocre, big minion. Gadgetzan is barely playable anymore. In Token Druid I was surprised that this didn't work well; maybe this would work pre-GvG in Token Druid, but I think Token Druid in general is just in a really bad spot right now because sticky minions are just so much better value than token generation.
The best I've ever gotten this card to work is in a Midrange Rogue deck running one copy of Gadgetzan and two copies of Violet Teacher. Spare Parts in Rogue are good even without those two spell-hungry minions; they're a good way to start combos when you don't have a Preparation.
Overall, a disappointing Legendary, but at least it's juuuuuust barely playable in Rogue. I'm keeping him in my Midrange Rogue deck in part due to stubbornness. I was never fully convinced this card would be amazing but I thought maybe someone would figure him out. I was wrong, sadly.
I really want to stick him in a deck, but he's just not up to the same level as TBK and Sylvanas. Didn't want to DE him but I don't think I'll ever use him. You'd have to have an Archmage Antonidas and/or Gazlowe to make it work, and probably in mage decks only.
i feel like this card is meant to be used with cards like Gazlowe or Auctioneer that benefit from you playing small spells.

Clearly have to use this cause of the art alone.
Debatably better than Cairne Bloodhoof value-wise in control decks. With his 5 attack, first of all, Toshley can trade and survive against popular minions like Loatheb and Sludge Belcher, which Cairne can't, and the 2 spare parts are great value, especially since you get the first one guaranteed. He's essentially a 5/7 for 6 that draws a card (already better than Boulderfist Ogre in most situations) as spare parts are worth about half a mana each in value. Should see play.
I'm a little less optimistic about the card now, but we won't know the exact value of the spare parts (even if they're self-explanatory) until the expansion sinks into the meta.
I kinda like it. I can see a deck with a bunch of spare parts mechs and Twilight Drakes/Giants since you'd always keep a fairly full hand. Throw in Auctioneers and it might be something.

Toshley is a gnome in Blade's Edge Mountains, Outland. He is like a gnomish Max Steel and he runs a "research" station - which is a small quest hub for players.

First ever minion with Battlecry and Deathrattle. Yay! Seems like a decent card too.
Is Blizzard smoking on Spare parts (not Cracks), throwing them out like they worth your money...
Most disappointing legendary yet.
Many legendary cards revealed so far, but few of them remain competitive.
I really dislike the card art. You can barely even distinguish the character as a gnome. I feel the character looks too modern as well. If I saw this art outside of the card I wouldn't even be able to tell it was out of the Warcraft universe.
