Naga Mage plays School Teacher, why shouldn't it play this leG?
Because School Teacher generates a 1-cost Nagaling, which can then be used to go off with Spitelash on 5 even if you miss a Slitherspear or keep the chain going by giving you more Nagas (plus it's an independently strong card). In comparison, Naz'Jar is a 5 mana 5/5 which doesn't really further the engine and none of the options are really amazing for the deck.
The Mage bias in HS with regards to legendaries is ridiculous. There's classes that NEVER get good legendaries (looking at you Hunter and Paladin) and then there's Mage, who not only gets more legendaries, but they are rarely bad and they are almost without fail interesting legendaries too.
I know it's the class everyone starts with and holds nostalgia, but come on.

The Dragon is extremely strong with the Amulet. Maybe not as a standalone card but it still is strong.
Not really. Mage has now 9 legendaries in standard. 3 are playable in 1 good deck (Sivara, Dawngrasp, Mordresh), 2 are moderately playable in 1 bad deck (Gaia and Balinda) and 3 are unplayable (Quest, Antonidas, Haleh). And this new one is not even really good.
Paladin has both Cariels which are playable in every deck and Leviathan playable in mech, Saidan sometimes sees play, 4 others are unplayable. Still no Mage legendary card is even close to any Cariel.
And Hunter... Quest and Raj were very playable just a moment ago before nerfs, still Barak, Rat King, Tavish, Hydralodon are all powerful, Ichman also sees play sometimes, only small Tavish and Shaw are unplayable.
Don't forget about Warlock, the lord of bad legendaries... If you look back at the previous expansions, you'll notice that Warlock holds probably the most "worst class legendary of the set" titles.

Naz'jar had to be one of the legendaries, she only really makes sense as a mage card. I think that's all there is to it really.
Whether your argument about the strength is true or not, the sheer fact that again it's mage that's featured in the mini set with a legendary is horribly annoying for anyone that doesn't want to invest tons of real money in the game and dislikes mage. These are the only legendaries you can easily buy for gold and then there are two of the same class in a short time while other classes get none? Did I miss something, is mage the free-to-play-class by design or something?
These are fun. The jellyfish polymorph especially. Attack with your minion, then change it to a jellyfish and launch spells. Or change your opponent to a jellyfish and hero power kill it. I think a burn mage is pretty close to being viable.
The legendary options are all kinda boring, but it's nice that you can choose. Mana discounts often end up being surprisingly broken. We'll see.
The legendary is overcosted - sure, it has a huge flexibility, but each of its effect are not that strong to pay 5 mana for. Submerged Spacerock -downside is too big for it to see actual play. Polymorph: jellyfish will see play, but probably only as a discovered card.
Funny because a few years ago, 5-mana would be a bargain for a 5/5 with +8 armor, aoe minion damage, or a mana discount. But cards have to be ridiculous now, or they have to fit in a deck that features ridiculous cards.
Why did they even bother to release Mage cards for this mini-set? ......these will never see play

As with a lot of Mage stuff, they will see play through generation.
