There never used to be a real difference between cards at the bottom of your deck and cards which are randomly placed through your deck. There are a few things these days that manipulate deck order, but other than that--bottom 3 is identical to a random 3.
The relevant difference between Sightless Watcher and Dredge mechanics: the cards at the bottom of your deck stay at the bottom of your deck. Two good cards down there? Use a second Dredge to get both. You might have cards which add more to the bottom, so you know you can Dredge them. Lorekeeper Polkelt orders a deck. Sightless Watcher doesn't have that consistency. However, that consistency is a double-edged sword. If you Dredge and find nothing useful, a second Dredge also probably won't find anything better. Playing Sightless Watcher twice (maybe over two turns) is unlikely to give you the same cards each time.
It's really hard to say if the Sightless Watcher effect or the Dredge effect is better.
But this Trench Surveyor here is better, since it can draw. 2 mana 3/2 draw is really good. This is conditional draw, but Dredge is still a perk if it doesn't hit a mech.
If only Azsharan Sweeper and this had their costs reversed that would be a great on curve play.
With Dredge now and Tradeable every class have good card draw.
i believe trading a card shuffles your deck. so it would have bad synergy with azsharan or sunken cards.

This interaction was changed recently under the guise of a garrote rouge nerf. It used to shuffle the deck, but the way it works currently is dredging and then trading will draw you the card you chose from dredge.
Just to verify host_arnold. I traded twice after playing polkelt yesterday. Both cards drawn were the most expensive. I don't know if the traded card is just put in somewhere randomly.
with tradeable you draw first then shuffle, a very common strat in quest SI:7 rogue is to play SI:7 skulker then trading either cutlass or extortion to draw discounted card

No, 'Dredge' puts the card on the top of your deck. In other words, it guarantees you get the card as your next draw, but doesn't draw it directly, with a few exceptions like this and Aquatic Form for druid.
