The thing is that you can put this into any deck that use spells mostly. You don't need to run a Naga deck at all. Mage will run maybe 2 or 6 for the new draw but that's it.
Finally a decent neutral aoe dmg ... costy and with a requirement but still better than previous ones ...
This is not better than Spammy Arcanist, sorry.
I think if the meta is a meta where people play minions that aren't Kazakusan this card is decent.
This whole "while holding this" mechanic seems so slow, clunky, unreactive and limitative... I mean, it looks like so many of those naga+spell cards are such disastrous top decks and the whole play a naga, play x spells to activate it, then play a naga to activate your next naga/spell seems really tricky to put in place...
Think the concept here is you would run 1-2 different naga in deck with a reasonable amount of spells talking 12-14+ spells to get the perks off the play or maybe 3 if there triggers are playing 1 spell. Chances are you would see it as a 2 of 3 spells 2-4 of 1 spell minion pending on your spell count. Priest may run more as well depending how you look at as it has so many cards that are a spell that generates a spell currently.
The requirement for Naga is that... you play spells. It's a super easy requirement. It's really just spell burst except you play the spell first.
