You won't be playing this on curve, you'll need to play something with it to make it useful. If Grim Necromancer never saw play in constructed, I doubt this will.
If Druid ends up with mana reduction for minions, this is will be meta defining. People will build decks around it.
If only there was a card that reduced all minion costs to 1....
I like this one, very flexible for future deck building.
The issue with this in Celestial Druid is that it's not doing a damn thing unless you play Celestial Alignment.
And I think in most Celestial Alignment decks you want cards that are good even when you don't play Celestial Alignment.

Even ignoring cost-reducing effects, this is good. Realistically, vanilla 2/4 is worth around 2 mana by itself, play it together with a 1 drop and it pays for itself.
I can see it in minion-heavy token druids.

3 mana without effect gets you a 3/4. Generally the vanillia stats for a minion is (cost*2)+1. So a 2/4 is about 2.5 mana which is either a 2 drop with a downside or a 3 drop with an upside.
Strictly speaking, vanilla 2/4 is worth 2.5 mana. But no one plays vanilla creatures for a reason. 2 mana vanilla 2/3 is not worth two mana if we speak about constructed. The same goes for 3 mana 3/4. Vanilla 2 mana 2/4 could be good enough to be included in some real deck and this is why I, as someone who understands a thing or two about Hearthstone, evaluate a 2/4 body as 2 mana of tempo.

Yes, I am sure, I am also sure that you are a quite bad deckbuilder if you fail to understand how to properly use the vanilla test when evaluating cards.
2/4 is a 3 mana stat line.
It'd be overstated as a 2 drop. (2.5 is not a mana total)
...the point of these comparisons is never "WOULD YOU PLAY A VANILLA 2/4 FOR 3!!?" though. The question is, how much tempo are you losing by playing a 2/4 for 3.
The answer is not much. It trades fairly effectively with most 1-3 drops.
My issue with this card is... more what deck are you running this in? And what are you gaining by playing extra copies of 1-2 drops? I'd want to build something with deathrattles, but I don't think there's really very many good 1-2 drops with deathrattle.
