If he's so energetic, why no rush?
Seeing the new Pala Quest, Aggro / Midrange Dude Paladin will absolutely LOVE this. Not quite as good as Divine Favor, and only a one of, but seems strong enough for a formidable Tier1 deck.

It's really interesting to think about this dude in comparison to Gadgetzan Auctioneer. They're both 6-mana minions with weak stats which can draw a lot of cards, particularly if they go unanswered. He's playable immediately on 6 mana without requiring specific cards in hand. Cornelius also doesn't require a deck to be built with a lot of cheap spells. The maximum draw potential is a lot lower, since he'll cap out at 2 first turn, 4 more each turn he goes unanswered, but unlike Gadget, he's also automatic.
Putting that together, I think I'd say that Gadget is more busted in the places he's really busted. The combo potential is absurd with GA. However, Cornelius has a much better "worst case scenario" than Gadget. He'll always work regardless of hand or deck, and works on-curve.
That's not a "one is better because X" or anything. Just interesting to me to lay out some similarities and differences.

If it survive an adversary turn u draw at least 6 so :
1 end of ur turn
2/3 adversary turn
4/5 ur turn again
6th start adversary turn and it dies
That's hella scary, like a Divine Favor on a Body, yea its more costly, but Tempo would be pretty much equal, as a 3 Mana 4-5 is insane. And you would want to refill your hand not sooner than on Turn 6 / Turn 5 + Coin anyways.
5 Stars easy, potentially quite busted for Aggro decks, and I can already see Control Tears.
? No, you get guaranteed 2 draws. If it survives, 6 draws. Survives again, 10 draws. You are always given at the end of your turn, beginning of the opponents turn (2). If it survives, you always get a draw at the end of the opponents turn, start of your turn, the end of your turn, start of opponents turn (4).
Basically, after the initial 2 draws, you're always guaranteed 4 each survival
Personally I think the stats are too low for a card that will benefit your opponent too imo. It isn't some Mill card because they already draw at the start and can likely remove it.

My personal take, this card can be a bit of a trap. If you are playing with all low cost cards in your deck, you might not want to slot this in. If you are playing with a lot of high cost cards, this could mill you if your opponent doesn't kill it. You will have drawn 5 cards by your next turn if it doesn't die. and that could easily overfill your hand. So it could even be tough to find a spot to play this guy. My take could be entirely wrong, but that's just the way this card feels to me.
At the start of your next turn, you have drawn 4, not 5. (end of your turn, start of opponents turn, end of opponents turn, start of your turn)
So by turn 6, if you played a single card each turn, you will have 3/4 cards. So drawing 4 with 2/3 cards in hand is safe. This card, if left untouched by the opponent, will absolutely mill you. So this card can ONLY work in aggro. It can work in midrange, if you personally remove this card with one of your own.
