Well that's Blizzard whole concept of success. Adding time limited Events/Cosmetics so people get the feel they are something special and unique because they own that rare Items that became unavailable (even if it's just some pre-order stuff that shows no accomplishment at all except that they spent like 20-40€ more) and newer players can't obtain anymore, so they gotta need to have all the every future cosmetic/time limited items too, to contain that unique status and complete collection of whatever (Mounts, Cardbacks, Skins, Diablo Wings). And that's also the reason why for example World of Warcraft has such a die hard Fanbase who defend Blizzards decisions about the game and try to call out everybody who has a more controverse opinion about the game. Because Blizzard knows exactly that such things will bind the player towards their games and they will use that to milk the sh't out of them. Blizzard is the master of "FOMO" in the gaming industry I would say.. :)
On the one hand I like that Blizzard adds older Cardbacks and Skins to the store for people who missed it or started just now to play (for a kinda fair price if you compare it with other cardgames and 'Blizzard standard') to slack that a little bit, on the other hand, it got kinda out of control, because as a new player who just want to collect all the stuff (which kinda makes sense in a COLLECTABLE Card Game), you would need to pay 12 Euro every week to keep up just for cosmetics, (except this week because they have no Hero Skin in the Store). IMO they should add a Hero Skin a whole month(or just permanently) to the store and cardbacks like every week in a set rotation (because now we don't know if a cardback or Hero will ever return to the shop which contributes even more towards the whaling behaviour of some player. Because than it would not look like such a Scamaz.

when it seems that the company is improving, they see news like that, nothing against putting something for an expensive price but it is a little frustrating for those who cannot buy, is this how they want to reach and call new audiences for the game?

These are golden packs and golden legendaries, which means you can dust them and craft any legendary you want on a one-for-one basis.
50 euros/dollars for any two (non-golden) legendaries of your choice plus 10 packs of golden cards is not a bad deal.
Dude, for 50 E you can buy almost any brand new PC game right now and I won't even mention what this money gets you if you browse through your average Steam/Epic sale.
50 E should be more than enough to get you all cards of each latest expansion. But with microtransaction models, usually the more insane your demands the more some people will try to justify the insanity.
