The road to the 2021 World Championship continues this weekend at the second Masters Tour event! Approximately 400 players were invited to compete for their portion of the $250,000 prize pool. The event runs April 30 - May 2, and will be broadcast on the Hearthstone YouTube channel. This will be the second of six online only events where players can earn a spot into Hearthstone's most prestigious group: the Grandmasters.
The player base will consist of winners from official Masters Tour qualifying events, current Hearthstone Grandmasters, and previous top finishers in Masters Tour events. Below is a breakdown of Masters Tour stop invites.
The 2021 season also marks the introduction of the Masters Tour Points system. Throughout the season's events, players will be awarded points based on their finishes. These point totals will determine which participants will replace the relegated Grandmasters in Season 2. The events used to calculate these points will be Masters Tour Asia-Pacific, Montreal, Madrid, Ironforge, Ogrimmar, and Dalaran. You can follow along throughout the season here.

Drops Are Back!
Viewers can earn up to two Year of the Phoenix cards packs for watching. After watching 2 hours you'll receive your first pack -- watch an additional 2 hours for the second. Time is cumulative, so you don't have to watch all at once. Be sure to link your YouTube and Battle.net accounts to receive your prizes.
Tournament Format
Each match will be played with a 4-deck, best-of-five Conquest Format with a ban.
- Day 1: Five rounds of Swiss pairings.
- Day 2: Four additional rounds of Swiss pairings. At the conclusion of Swiss, the top-16 will play the first round of a single elimination playoff.
- Day 3: The top-8 players head to Day 3 and complete the single elimination playoff to crown a champion.

I'm not watching this for the drops, the YouTube system is terrible, you need NASA's internet connection for it to count, missed the last 2 Barrens packs because the stream would go offline every 2 seconds.....

This isn't Grandmasters. Grandmasters is two packs from weeks 2-7 and then two more for the playoffs.
This is a Masters Tour event with a separate two packs.
Exactly, for that reason I said what I said: those who have already received the 2 packs for Weeks 2 – 7 (April 16 – May 30) (absolutely everyone for sure) didn't receive any pack last week and are not going to receive any packs neither this week nor the next ...

Ok -- so, your initial post is incorrect. And your second post is partially incorrect.
So, one more time from the top:
Packs for Grandmasters are awarded as follows: Two packs for Week 1, Two packs for Weeks 2-7, and Two packs for Week 8 Playoffs.
So, you're correct -- if you got your two packs for Week 2, you would not have been eligible for packs last week (Week 3).
However, you ARE still eligible for two packs this week. This is NOT a Grandmasters week. It's a Masters Tour event, which is a totally different thing. Week 4 of the Grandmasters is next week -- at which point the "Weeks 2-7" goes back into effect.

why do they stream on youtube insted of twitch?
Because money.
Not only that, almost every smart device available has YouTube. That's not the case with YouTube. I find it very amusing to watch the GMs or Masters in my TV lying on the couch. My TV doesn't haves a Twitch app (and it's not that old), for example.
You can get the packs without watching, just let it play in the background.
