Spiteful Summoner 2: Electric Boogaloo
Pretty legit, can be used in Libram Paladin to get that juicy Libram of Hope and if interactions still stand, it would always cost 9 Mana pre-draw or am I wrong?

But it does draw it, and summon a minion of that cost
But this counts for the highest cost spell? the libram reductions are applied to hand, right?
So this will draw Libram of Hope summon a random cost 9 and after that the Libram of Hope will have cost reductions?
Presumably. When Holy Wrath draws a Molten Giant, it'll smack for 20 damage, regardless of the paladin's life total. If this works the same way, you ought to draw Libram of Hope, summon a 9 drop, and then be able to use reduced-cost LoH later.
But does Paladin really want a neutral 8-drop? It'd shut off any pure Paladin synergies (are there enough in Standard? I don't recall if any relevant cards are leaving), and an 8-drop which summons a 6/6 and a random 9-drop is kinda slow.
It would probably summon at the discounted cost unless the discount only applies when it's in your hand (giants).
