 Yes. Since Legend rank is sorted by MMR. When you don’t play, your MMR stays the same so you are at risk of other people winning and increasing their MMR to possibly overtake you.

yes, If someone lets say rank 33 wins he will just pass you in the ranks and technically "de-rank" you. You can also get higher ranks when people above your rank lose, but thats not too usual
