This will see play one way or another, and it'll swing games very easily.
Is no one looking at this with Shadow Word: Ruin on turn 9 to take your opponents board of big stuff.
Things like Sylvanas Windrunner + Power Overwhelming was often a good combo back in the day for 7 mana, mainly to steal an annoying Deathrattle minion, sacrifing a minion and a spell for it.
This card don't have that steal property, but against cards with no deathrattle this card is better as, for example, when use it with a reduced Torrent or a Shadow Word: Death for a similar effect to Natalie Seline, with the difference of needing on extra card for a reduced cost of 6 or 7 mana and leaving a 4/6 plus a possible big minion (as an 8 +/- health minion) with a desirable trait (taunt, deathrattle, etc), instead of only one big stats vainilla minion as Natalie Seline.
It's good enough? The meta will says, but this card can made a big tempo swing in the right decks.

It'll be a priest card. SW death + This guy = 7 mana mind control. Better way to look at it is "5 mana card mind control, 2 mana card summon 4/6"

I want it in my warrior decks, tbh. Great with execute and shield slam as well.
This is a control-only Sylvanas! It trades the easy of use with just playing it on curve for a higher stealing potential and a 4/6 body, which is just bonkers for every control deck. Control warrior is the best candidate for this: this + Shield Slam on 6, this + Bladestorm on 8, yolo hail mary Brawl on 10, lots of potential uses there.
What cards do you use this with? You could use it with a smaller board clear like breath of the infinite or immolation aura, but that combo comes a little too late against the decks it would be good against. Any heavy duty board clear either kills Ktz as well or is too expensive to combo. The best things I can think of are shadow word death and shield slam. In that case this card seems just OK. It's a decent tempo swing against slower decks.
There is Conjurer's Calling which can even get reduced in cost. Don't think anyone has mentioned that one yet, probably because removal mentioned will be better anyways. Can't use it on KT himself either obviously.
You're generating 1 minion for yourself, and 2 for the opponent. Usually not worth it. I can see this card played in a spell damage deck, but it wouldn't be top-tier.
I was more thinking of hitting one of your own minions, generating two for free. Can also throw Khadgar in there, but the removal is most likely still better. Would make a lot of stuff though.
You obviously don't have to target enemy minions only, KT says "if the spell destroys ANY minions". This literally means that Conjurer's on a friendly 9 mana minion will give you two 9 mana minions and the original back. This is a kind of Nethrendamus shenanigans.

If it's like that, then it's kinda scary...
Very powerful effect but you need to pay attention to what you are playing. The spell itself needs to destroy a minion for the effect to work. A card like Mass Hysteria or Ramming Speed probably won't summon anything as they don't destroy minions. They only force them to attack and kill each other. Brawl should work fine as the spell itself destroys the minions.
I think there's actually a good chance this is just a wording discrepancy and cards that only 'kill' minions will also work.
But if Headmaster Kel'Thuzad die in Brawl probably no Spellburst effect will trigger.
Yeah, the effect won't trigger if he dies. But if he doesn't then... profit!
