For a Watcher with no eyes, he sure is good at Tracking.

Then you don't know what broken means. This mechanic exists in Gwent as well. It's totally fine.

This card is strong because it allows you to set up for an outcast card next turn and can be used to fish for lethal the next turn.
Warlocks in the first two weeks with x2 pacts in their decks laughing manically.
I play MTG and so I can say--RESPECT this card. The ability to fix the top of your deck is really powerful and the fact that this is put onto a reasonable vanilla body makes it extremely valuable.
In MTG this kind of effect is BROKEN, META DEFINING. In Hearthstone, hard to say, since it's a random tutor much like Vampiric Tutor (but random), attached to an aggresively costed 2 drop. In terms of potential power level this card is completely insane, but it's hard to say if it'll lead to actual wins. Powerful design, they are for certain trying to push DH into relevance.
And what happens to the other 2 cards ?
For me, it could change the interest of the card. If you reshuffle the other 2 cards or if it's discarded... it's not the same.
Since the card order in deck is predetermined at the start of the game, they probably gonna stay where they were
We can have an answer after testing playing 2 of those in the same turn, if it shuffle the deck we draw only the last "discovered" card in the next turn, otherwise we draw both of them in the next two turns.
I think the other 2 cards stay in the deck. Since Sightless Watcher only lets you 'look' at the cards.
Love this "strategy oriented" mechanics, reminds me of Slay the Spire's Watcher Scry ability.
So this is just a better tracking. It's tracking effect on a 2 cost decentlly stated minion and not only that but it doesn't discard the other cards either so it's about 4 to 5 mana for 2 mana. You also get to choose what u draw
It's not strictly a better tracking. Tracking puts the chosen card into your hand, this you have to wait a turn if you don't have draw.
also tracking is thining by removing the other two cards, increasing the consistency of other tools.
Well tracking discards the other 2 card's and draw's card you chose immediately, Also doesn't probably matter, but tracking looks at the top 3 card's in your deck and this look's at any card in your deck.
So I have slight chance of drawing the card that I need by removing 2 cards from my deck. I wouldn't realy call that an advantage it's bassicaly all up to RNG
