Actually thats a lot of epic filler cards.
It says NEXT hero power so if they use it one time with the 3 mana then the hero power will return to 2 mana. Plus i do think it is a little weird description.
I like the flavor and the mechanic if this card. But i don't think it's strong enough to secure a spot in (competitive) decks.

No, it won't cost 12, because it sets the cost to 3 mana, not increases.
Your proposed combo will probably work if it states "(3) more". As currently worded, I do believe the card will set your opponent's hero power to (3), no matter how many times you play it.

It seems as if you're getting confused and hallucinating that the word "more" is on this card.
This card's Battlecry simply sets the cost of their next Hero Power to 3 mana. It does not increase the cost of their next Hero Power by 3 mana.
Yes, I get it, it will be 3 mana. But will it STAY at 3 mana or go to normal after using to 2?

Not 1 turn only. 1 hero power use only, doesn't matter in what turn.
