Three words: Wild Evolve Shaman
I was really hoping Blizzard would troll Kibler by giving him a non dragon card to reveal.
I wonder if this has a chance to see play in a Secret Focused Paladin deck, since it has a 60% chance to hit either a secret or Desperate Measures aka 2 secrets.
This is very good in standard since most cost 1 spells are useful except Hunter
Let's take a look at what our hits might be in standard:

So make of all that what you will. At a cursory glance, most of the priest cards are ok if you're playing a midrange or control sort of game, and the shaman spells are likely to find some use. Most of the warrior spells are actually pretty good - Charge is clearly the worst one, and it isn't even *that* bad as you're giving a minion pseudo-rush for only 1 mana. Overall, it's a 3/5 for 5 that is likely to give you a couple of weak cards - so while it does generate value and card advantage, it's weak card advantage. I think it'll be a decent arena card, but won't be seen in constructed unless some sort of control warrior deck with some dragon focus is a thing.

Your summary analysis is also very handy and pretty spot-on. I would add that 1-cost spells can be quite uniquely useful just by the fact that they are spells and cost 1, regardless of their actual effect and power level. The obvious first example would be cyclone mage: this card could give you 4 (or more) mage spells to cast and potentially more left over in hand if you're out of cards and topdeck this with a mana cyclone in hand. If you just play it out on curve to allow you to "stock up" on two 1-cost spells before a big Sorcerer's Apprentice + Mana Cyclone or Archmage Antonidas turn, your ability to perform your cyclone combo will be improved actually very significantly.
The other obvious use for 1-cost spells is with Gadgetzan Auctioneer. Any deck running auctioneer would naturally love to run a 1-cost spell generator. The question is whether a 5 mana 3/5 is too slow to be feasible, and whether there is enough room in the deck to run it over combo pieces and/or over cards which more directly progress your game plan. I would say that in my experience, combo decks typically have basically no midrange capability, so being able to play something not truly awfully-statted on curve for 5 mana might be surprisingly good in a combo deck. I especially like the idea of curving this on 5 into auctioneer on 6, although I suppose this would only be a viable combo in Druid because obviously if you play auctioneer on 6 you need to play Innervate and/or Biology Project to make it worth having played the auctioneer on 6.

No problem - I was largely curious myself as I thought "hey, Togwaggle's Scheme might not be too bad to get" and wanted to know just how the rabbit hole panned out.
You're absolutely correct in that the 1 cost spells can be more useful than just their effect, and when combined with other abilities and effects it may not matter what they are (I feel like Spare Parts being used with Auctioneer may have been a thing in GvG, but that was so long ago I don't know if I'm misremembering or not). In particular, there's that new mage card that spawns a 5/5 whenever you cast 3 spells, and that also happens to be the class with Sorceror's Apprentice - so this card would give you 2+ of the fuel you need (the + because you might hit Ray Of Frost for 3/3 right there). There's also Mana Cyclone - so you can pump cheap spells into the Cyclone to hopefully give you more cheap spells, and possibly a rebirth of big hand mage.
I believe Doom in the Tomb will probably rotate with the new expac, but in wild you're going to have more spells, and more applications - stuff like Arcane Giant, Flamewaker, Yogg and whatnot will just appreciate cheap spells being cast.

A 1-cost spell under the effect from the Sorcerer's Apprentice is a 0-cost spell.

A lot like Banana Buffoon, where it almost completes the Time Warp for you with almost no investment. More expensive though, and that might matter.
Time Warp is not standard, this is far better in Standard, especially for mage but some high rolls for other classes as well.
Play this in paladin and you've got a good chance to get some secrets. Mage has obvious synergy with all of its Standard good 1-cost spells. Shaman also has a fair number of good 1-cost spells (for burn, maybe finisher? like Lightning Bolt, Totemic Smash) so perhaps this could be run in a malygos shaman (though that seems unlikely). Warlock has a bunch of 1-cost spells, all of which are at least mediocre in zoo, so this could find an easy home there. Finally, play this in control warrior and get access to all sorts of great control tools like Omega Assembly.
Holy crap, what an incredibly strong dragon, especially for mage. Mage has some of the best 1-cost spells in the game right now, and between Chenvaala, Magic Trick, Arcane Breath and this card, mage can create some insane fiestas.
The real beneficiary of this card that a lot of you might not be thinking about, however, is control warrior! Being able to very consistently get copies of Shield Slam, Omega Assembly and Devastate can be so huge! You can lowroll and get something bad, like Upgrade!, Into the Fray, or Whirlwind, but the fact that it gives you two gives you such a good chance to get the one you want, maybe even to get more than one.
You can always split it with conjurors
if Gadgetzan auctioneer ever makes a comeback, this certainly seems like a good card in that deck. A few classes could use it without it, maybe mage or shaman, the others are pretty low power level at 1 cost. Maybe it could fit in Quest rogue since you could get pilfer or the new Dragon’s Hoard, and togwaggle scheme is good with Tess.

Flamewaker. I agree, but thankfully Flamewaker will return to Wild when this card arrives in Standard.
Could be good fuel in a deck with that new mage legendary. Most of the 1 mana mage spells are solid.

I liked it before it was a Dragon, but that makes it even better.
