They also revealed the new Legendary Card Shu'ma and the new Legendary Card Dragonrider Talritha.

If the other 2 options are cards that also started in your opponent's deck then this card is way more skill testing than Curious Glimmerroot

There's definitely going to be a lot of misunderstanding because Glimmerroot exists, the wording of the card doesn't show which interpretation is right, the panel revealing the card didn't know which interpretation was correct either, and if you learn of the card through here, you might not know there even was a statement from the devs because it isn't mentioned here except for in the comments.

This is similar but not the same as Curious Glimmer-root. In fact it's worse. You guess which card is in their hand at the time that you play it...Glimmeroot had you guess what was in their STARTING hand. Their is a big difference. This has better tempo as a two drop though. Maybe Thief Priest will be the new Combo Priest. (joking).
Glimmerroot had nothing to do with the starting hand. There you had to guess which one was in their deck at the start of the game. Of course, that still means they could have played one of the cards before you played Glimmerroot, which makes the choice obvious.
No, you're factually incorrect. Just look up Glimmeroot and read it's text carefully. It's starting hand. You can even see it in the meme below if you have good vision. They are pretty similar though, but this one is much weaker.

Look at Glimmerroot and read its text carefully? You've never done that yourself. I've actually played with the card, so I know for certain the effect says "started in your opponents deck"
But you get two completely random cards and one that your opponent has in hand or you get 3 cards from your opponents deck with one of them being in their hand?

Yes well Oel86 is right because that's exactly what it does, it ONLY discovers cards that started in your opponents decks, it's not like Glimmerroot. It's not going to show you fake cards from all of standard, I think a lot of people are misunderstanding what this card does.

Its funny how nobody understands how this card works. This is much better then Glimmerroot. Gives you information about your opponents hand and you will ussually get a copy of a better card.

I'd argue that releasing different cards with similar effects, or exactly the same effect is beneficial to certain decks and helps keep them around even after some cards rotate out (see Swashburglar) It is strange that they printed it in the same cycle as Lazul, but it looks like they want to push the whole thief Priest, a very fun deck that was never strong enough to get into higher tiers.
I have another point, but I might be totally wrong here. Curious Glimmerroot Always showed you two class cards that did not start in your opponent's decks. If Envoy of Lazul works exactly in the same way - at least showing cards that your opponent did not put in their deck, knowing this will help you play better around your opponent's strategy.
Lastly, you can get both this and Madame Lazul from the Galakrond effect. Looks like Priest is getting a lot of push towards resource generations. Thankfully you only get Priest minions, so you don't have to worry about infinite Mass Resurrection shenanigans.
Seen the cards mean absolutely nothing, Glimmerroot was a guaranty if you know anything about your opponent deck , but this is just a 1/3 chance cause maybe every card is in the deck fore sure but only one is right and youll never know if you get it wrong. Unless he plays it of cause
Ig they really don’t want to put effort in coming up with new original ideas anymore. This is sad. Also the card art looks cartoonish and bad. I miss the old artstyles of hs
