Well let's see, the biggest thing of uhm they are entirely different card games, and this card is in a class that could very easily get a hand of nothing but late game minions as control warlocks in particular are very top heavy decks, this allows you to get a much more desirable hand, plus it's a much more efficient dig in wild than just the hero power if you're looking for Reno Jackson or something along with if nothing else you could have cool value interactions with Augmented Elekk and Arch-Villain Rafaam as people have already stated and of course Fel Lord Betrug so IF nothing else this will see play for the people wanting to have fun with those (yes I know it's hard to believe people take fun decks into ranked) and 2 mana is not much, it's effectively strictly better than your hero power most times as most of the time when you want to use this there will be a good chunk you'd rather pull from your deck, so it's not really an rng crapshoot as you said
You're entitled to your opinion and I will respect that but I'm gonna disagree that this is gonna see fairly regular play (and even being a control warlock main I don't think it'll be in every warlock deck like some people are saying), and the main reason HS and YGO being different games matters is they would play out differently in which it may not be useful there but it probably will be pretty good here, plus remember draw rng is it's own thing always so really the only time you'd see someone get unlucky with this will be a trolden highlight, most of the time you should only at most draw 1-2 cards you already had from this (assuming you're using it like you got a hand full of late game and it's turn 5 or so) but even when you reach only 8-9 cards in your deck, the likelihood you wouldn't get something you wanted from this is low
This game is hearthstone, not Yu-Gi-Oh.
1) In Slay the Spire (another card game revolving around hand and mana management, just like you said all card games do), there's a 0 mana card that reshuffles your entire hand. In that game, that card is considered good - despite the mechanics of that game being vastly different from HS's, you did mention that the name of the game is irrelevant when the concepts are the same. For which I largely disagree... hence the absurd argument above.
2) Well, you say a card needs to be good on its own, but then exist cards purely created to be cheated with, like Voidlord (you can try and make an argument that the card was good - it was indeed not, it was only good because of Lackey and Skull), or Devilsaur Egg (I don't even think there's any argument about this one), two cards which were bad on their own, but worked wonders together with other cards. I don't think this card is that different. If your hand sucks (which it sometimes will), this card is a great tool for re-stabilizing even without Betrug or Elekk. So it has a tiny bit of use outside of combos. Just like Devilsaur Egg.
3) The card reshuffles your hand into your deck first because it literally cannot do anything else with Hearthstone's design. It would make little sense for a card to suddenly require a whole different area of management on its own. Even ignoring that, however, and speculating that it could "place your hand aside, draw cards, then shuffle", that would just be broken. There has to be some risk/RNG to the card (because Hearthstone), and also frankly, if you run Betrug and your hand contains all your minions, you'd actually be happy that you're reshuffling them first. Also, you choose when to use it, and when you don't need to use it, just tap the hero power. Same old combo strat - draw cards and play as appropriate.
4) To add an argument here, I don't think you should be so firm on your statement when we haven't seen all the cards yet. Not because you're wrong - you might just feel dumb when future cards are released. See Lackey for example, which was crappy because there were no good demons to cheat out and it was too slow, and then Voidlord was announced. Give it a chance. It might still have some good enablers coming soon. :)
TL;DR
1) I can't quite agree with the statement, since Slay the Spire has the same card and it's actually good there.
2) Other cards were also crappy when played alone, like Voidlord and Devilsaur Egg. It's not a stretch to claim that without any activators, Plot Twist is even better than Devilsaur Egg.
3) It has to have some amount of RNG for it to be Hearthstone.
4) Not all cards are revealed yet, so it might get some more support :)

Why would there be? Augmented Elekk never adds cards to your hand, it's a completely separate effect that adds cards to your deck. There's no possible way for those to be added to Plot Twist's effect as they were never in your hand.
I think the issue may be with the way it determines how many cards are drawn. If the draw effect is based of how many cards were shuffled into the deck rather than how many cards were in the hand, then the Elekk could potentially cause the card to draw 18.
pretty sure the code would at first count hand size to later use it as draw counter. thats simple and effective method, unless they go for a more complicated and bug-risking method

Seems like pretty good synergy with Fel Lord Betrug. Also, the name is absolutely on point.

Personally I love the name, like a story telling thing "PLOT TWIST! THE WARLOCK ACTUALLY DID HAVE RENO JACKSON!" like it's a plot twist in your games "story" if you will so thematically I think it's perfect and that art is great
Infinite fatigue combo with one copy of Augmented Elekk on board, one in hand and another copy of this in hand
You can even go fancier than that:

Augmented Elekk
Baleful Banker - reshuffles 3 Elekks back
Plot Twist with another Plot Twist in hand, Reshuffles 3 plot twists and bunch of other stuff in triples
And then you can just go off with infinite elekks and plot twists because now you have 3 copies of each so you can do shenanigans.
And this combo above is exactly 10 mana too
I'm hoping that this card won't have a bug when used with Augmented Elekk where it'll shuffle 2 - 18 cards, and then draw 2 - 18 cards. (2 - 16 if the two are played on the same turn.)
If there's no bug, then you can use this combo to add more cards to your deck and then play Arch-Villain Rafaam for even more Legendaries.
Still, awesome card. I'm pretty excited for the new expansion.
It's also super awesome with Soularium, as it's a triple draw for 3 mana, and then you re shuffle them without losing anything. :D
I'm not sure that works like you say, but since this is the first time that "condemned" cards can be shffled back into the deck i can only guess
what i'm trying to say is, knowing blizzard ,a posible end for that play is, you discading the cards drawn with the soularium from your deck, even after those were reshuffled into the deck with plot twist, and with the animation of burning cards.
Not sure if that will be the case, but who knows.
Why is everyone saying this is a bad card? Uh hello Fel Lord Betrug the new legendary.
Really nice 10 mana potential. Although it might not be meta defining for the class in this expansion it certainly has a really high chance of working later in year of the dragon.
