Very strong straigthforward card not much to say.
Turn one Water Elemental incoming.
Mana Wyrm died for this.
Elemental Evocation is to Preparation as Evasion is to Ice Block - a redesign of an old, super broken card that's far more fair and doesn't dramatically limit the design space for the class.
Thinking about the applications in Elemental Mage, the first thing that comes to my mind here is that, after everyone decried Arcanosaur for being much weaker than Duskbreaker, Blizzard revealed a card that makes Arcanosaur playable on turn 4. But Elemental Evocation also enables Mages to play around some of the problematic spots for elemental chains - e.g. there aren't a ton of good 3 drop elementals to activate Steam Surger or Tol'vir Stoneshaper, and it can be very hard to get good tempo on turn 6 while activating Blazecaller because the 6 drop elementals are all bad. Hopefully Elemental Evocation helps tighten these turns up and keeps you from losing momentum.
Another interesting application might be Burn Mage - there's no shortage of card draw to consistently pull Elemental Evocation for those decks, and getting a 2 mana discount on Cosmic Anomaly or Celestial Emissary would be pretty valuable. Play Elemental Evocation for a 2 mana Cosmic Anomaly twice, and then unload a Fireball and a Frostbolt for 17 damage in 10 mana.

Conditional, pre-nerf Innervate? Could be super sweet! Draw this early, get a big body out earlier. Pull too late, could be kind of awkward!

A deck with elementals would not play mana wyrm even if it cost 1 mana still.

Preparation doesn’t work because preparation is a spell, so the first prep applies its discount to the second prep. This card will obviously allow you to double discount an elemental, the same as Dragon Consort could give you a double discount on one dragon.

Wrong. Dragon Consort gives u discount on the second Consort and then u get 2 discount in the next dragon.

Not if you use it with Brann Bronzebeard... which is what people did since both were in Standard at the time, hence why we know it can discount twice based off that wording.
