compare this to the 2 mana 1/5 NEUTRAL mech. Divine shield and Taunt are not enough to justify 2 mana, especially for a card that should have class bonus stats.
the Magnetic part, is what keeps it in 4 mana, remember that, this can be played as a buff, or as it¡s own, and the "buff" part makes it a posible charge minion, thing that can be dangerously strong. This minion is versatile, and i think it's balanced.
Divine shield and taunt are costed at about 4 stat points for psychotron (which is about equiv strength of a 5/6 vanilla) and 3 stat points for lower cost minions like righteous protecter (which is probably about equivalent of a 1 mana 2/3 or 3/2 vanilla). 2 mana for divine shield taunt is fair, especially since 6 stat points is already higher than any other 2 drop that doesn't have a drawback.
If they flipped it around to a 4/2 taunt divine shield magnetic it would be majorly OP. As is it's fair and will probably see play in some mech decks / not see play in others.
Remember C'Thun's Chosen? people use to run that card, without C'Thun. So Annoy-o-Module is actually pretty aggressively stated.

I just saw the announcement video for a second time after read your post, I think I was wrong, the guy said "To give a mech the stats and habilities", so it indeed works totally like a buff, I was thinking that it work the same as silence effects on a zombeast. Sorry.
The legends says that if you use this on Annoy-o-Tron then combination transforms into Logan Paul!

Aggro is going to be even more rampant next expansion, because for the magnetic mechanic to work you’re most likely going to have to play an aggro deck, so that you have minions sticking on the board at all times.
Tol'vir Stoneshaper is mostly unplayed because if you want the activation on Servant of Kalimos or Bonfire Elemental on turn 5, you need to play an elemental minion on turn 4. While it's easy enough to trigger Tol'vir, it breaks the elemental chain, and hurts your other elementals.
i wonder if divine shield pali could be a thing
