Arena Changes for March 16 - Less Legendaries, More Below Average Picks
Changes have been applied to Hearthstone's Arena via a hotfix thanks to feedback from the community.
Update: According to Mike Donais, he thinks the plans are to reset Arena when the expansion hits so everyone has to start with new decks. (Source)

We agree with the concern that many of you have expressed that there are slightly too many high powered cards appearing in Arena decks.
Based on that, we recently implemented two changes to Arena picks via hotfix:Legendary picks now appear less often.
Below average picks will now appear more often.

Chance to darft it is very low still, if it happen - this is all about hearthstone RNG and it is fun! This does not apply only to the arena, it's Hearthstone in general. I played 5 runs 10.4 only one my opponent played Sunkeeper Tarim twice (one he discovered from Stonehill Defender) but it was fun AND this has happened to me before in old arena.

This is you exaggerating a lot!
Sometimes people chose cards ( Sunkeeper Tarim or whatever ), because they didn't play it before. And it was good chance to try it in arena!
10.4 arena was better for new players, because they can play good cards, that they haven't. I think you one of old players who don't like to lose. But hearthstone it is just fun game. The whole point is not in victory, the whole point of the gameplay!

Can i just love arena for no reason? Or because creating RNG-deck is fun? One of my favorite arena streamer (big streamer) didn't complains about 10.4 arena. And this streamer is a old arena player. Yes it is different arena, but still fun!
you can love it for no reason, but you have to admit that people just got charmed about make shine a lot of trash tier cards, sorry if we don't agree, but i prefer an arena where i have to think how i will manage to get 10, 11 or 12 just with yetis, beetles and some areas, over one where i have to play against the same that i just saw 20 minutes earlier in rank 10 or more.
Man, they really ought to retire these old decks! No way to compete with them with these 'hotfixed' shitty drafts.
I play mostly arena because I like how everyone's chances are equal. That'sno longer true now.
Not gonna lie kinda preferred the more Powerful Decks in Arena all round Instead of your deck being oppressive and opponents was a rather poor draft. It was literally like my opponents deck will be if not more oppressive then mine which made it more engaging. But, each to their own I guess
They should reset the arena now... I drafted 5 arena with average 6x score decks with no legendary but always matched with opponents with 3+ legendaries
blizzard shuold retire all the old deck the new deck right now just to weak for them
i drafted a 5 leg once(and one is prince mal so i got 10 legs)

Oh yeah, today arena need some changes. I'm facing a lot decks with 2-3 legendaries. Today i had draft where 16/30 picks were only neutral cards and just check out what decks i've been facing, that's ridiculous:

Wait, there was something wrong with arena? I liked it though. Had a really nice jade Shaman arena deck. Also had a good warrior run. It felt like all classes had a chance at arena.
I am really digging this, not only is this the first time Blizzard address a problem adequately fast. As much as I hate it, I am also totally fine with the broken arena as an event till the expansion hits.
Though if it went on longer, it would've probably killed the game for me.

This is good for arena and I feel that this is how the format should have functioned anyway (ie having to work with more sub-optimal picks at times and less near constructed synergistic builds).
However, if they wanted more below average picks then why don't they just allow things like C'Thun cards to be drafted?
