Sure but, where would u put that? Its way too expensive card for aggro decks and pretty much unplayable for control decks.
Slap two of these in Handbuff Pally deck!
Looks a good deck for them but handbuff is too weak because the lack of removal, too easy to lose a game only because your opponent play something like Vicious Fledgling...
Lets be honest though Innervate Fledgling turn 1 is pretty hard for any deck to deal with. :(
4/7 instead 5/5 and this card will be a GODLY tech vs mage and priest, 5/5 the only thing will happen is taken a single removal a little more expensive...
I mean Loatheb was pretty good back in the day. This isn't as good, but it is persistent if it stays.

Well were you casting anything else after you were playing either of those cards? Maybe a Fireball or Ice Block, but if that's the case then it might need you to play with the odds there.
Also if its the only spell you play that turn it will protect you from spells that your opponent will play to counter. So probably not actually that bad as a random pull
On the plus side, you'll get bigger minions from the remaining Atiesh charges.
This might make aggro stronger, as it will be teched in to counter late game Mages and can definitely put Miracle Rogue to sleep. I'd rate 7,5/10.
So the enemies spells cost 2 more too?
No! It only nerf your spells for summoning 5/5 6-drop (sarcasm)

I'm going to reiterate. Lets put off condemning the set until we've seen the whole thing. One of the asks the community gave was that the theorycraft period was too long, and caused staleness to happen to fast because we'd been pre-processing all the cards and deck ideas for several weeks pre-release. The hearthstone team specifically stated they would be shortening that period to try and help improve the length of the non-stale meta (thus the July 24th start date).
From the cards that have been revealed so far, nothing insane has been shown, and that actually is probably a good thing. They might be front loading tech cards, and very specific cards that only impact a handful of decks. I expect that the meat of the set will be coming last instead of first this time.
As for this card. I actually really think its quite a good addition. The fact that its effect is persistent is quite powerful, the fat body helps quite a bit. Even if a mage just Fireball's it on turn 6, hey... you avoided 6 damage on your face that the mage would hit you with. Its an excellent combo eater, turn 6 and 7 are often important turns to allot of these decks, and they now have to waste a turn killing this ugly thing.
My favorite part about this card is its a pyroblast killer.
Jesus all these bad cards. One more and we'll get that free sandwich.
Seems to be a solid tech card, could really screw up the Gadgetzan/Jade Idol combo early on. I know it isn't Dr. 5, but this is an ongoing affect and not just next turn.

Except it cost more than loatheb, is understated, only does increases the cost by two and effects you're both you and the opponent.Its already garbage in isolation and is even worse in constructed since aggro decks don't run many spells, so in effect you dropped a poorly stated high cost minion that does mostly nothing the turn it is played a.k.a you lost.
