Card Pack Changes Coming - No More Duplicate Legendaries
There are a few changes coming in the future, that are not yet live, to how we obtain cards in packs.
These changes will go live with the next expansion.
- No more duplicate Legendary cards. Once you've crafted or obtained a certain card (gold or normal), it isn't possible to obtain again until you've earned all the legendaries from a set.
- You will get a guaranteed Legendary within the first 10 card packs of a new set.
- It will not longer be possible to open more than 2 of a Common, Rare, or Epic card out of a single card pack. You can still obtain dupes in other packs of course.
Ben Brode states in the video that the team is "super excited" about the changes in "the context of our next expansion". It sounds like we may be getting some pretty awesome Legendaries and we won't have a repeat of what happened with Un'Goro.
- If we get another 50 card pack pre-order, that means you'll be certain to get 2 Legendary cards.
- You can buy bundles during the sale, and if you delay opening the packs until the new expansion arrives, they'll benefit from the new system. (Source)
Additionally, a special promotion is going to be run starting soon which will increase the number of packs you will receive when purchasing Un'Goro Packs.

Starting with the release of Hearthstone’s next expansion (but applying to ALL Hearthstone card packs), every time you open a Legendary in a card pack, it will be a Legendary card from the same set that you don’t already own. Once you own either the golden or non-golden version of a Legendary card, you won’t get a duplicate of it until you own all the Legendary cards from that set. Soon, you’ll be able to craft a Legendary without the worry of opening it in your next few packs!

These are some pretty valuable changes. My back of the envelope calculations say this increases the value of your legendaries by 20-40% and the value of your packs by about half that. Basically it is a "free" half of a legendary in the first ten packs (half, because you had a ~50% chance of getting one anyway), and an increase in value of 2-3% for each subsequent legendary thereafter (cumulative) because they can't be dupes.
Blizz: "Please stop leaving and going to Gwent, Shadowverse, and Elder Scrolls Legends. How about we fix the a couple of the massive problems that signified how greedy we are?"
Player: "Why haven't you fixed those problems until now? You didn't even consider it a problem until other games did better. For example, the dusting system is horribly out of whack compare to-"

It's true that these changes increase the game experience(should we thank Ben brode?) andwhat you also said is true player base is shrinking and games like clash royale,shadowverse,elder scrolls and Gwent are luring the player base of hearthstone in terms of investment,fairness,better /easier to access content I downloaded Gwent a few days ago (which I wouldn't normally do)
Well, i'll stop complaining about "Free" stuff when it's:
A - Not a random 1 in 20 that the change will actually be benefiting me
B - Not a change that comes after the game becomes more expensive for EVERYONE.
You see, it's not really free if there aren't any more adventures and the prices of packs are up. The first legendary is good, but it barely makes up for anything and will only be good after you already have a good collection.

I really do love the Change even though it comes late (got so many duplicates :) ). However, i hope there is no secret drawback, like lower probabilities to get a legendary, to compensate for it. I wish Blizzard would be more transparent in this regard. When they changed Arena rewards so that you could get two packs as a reward, it seemed pretty cool. But than it turned out, that they secretly changed the occurence rate of Card rewards, and with that the new reward System was worse than before.

Progress! Slow, but progress none the less! I'll take it. Shows we as a community need to keep chipping away to get more bang for our buck, We know the Legendary drop formula for Un'Goro was a disaster and lots of consumers got ripped off. Although, they'll never admit it publicly, they just indirectly did.

Will some people now be tempted to keep Millhouse Manastorm, so they would guarantee they don't get it again? Probably not, but at least a few people out there are going to think about this and try to use this. Of course though, this is an awesome change.
Actually, I think some people won't dust off bad legendaries after the new system is implemented. It's just not worth it anymore as it dilutes the pool of useful legendaries, and thereby lowering the chance of packing one of them. Imagine dusting off lorewalker cho only for it to be next packed legendary. :-D

Please explain how this hurts ftp players in any way.
How about fixing the grind to Legend every season? Pushing from rank 16 to Legend every season takes too long and becomes too repetitive even at around 200 games. My suggestion is to Reset Legend players to rank 5, rank 5-1 to rank 10, rank 6-10 to rank 15, etc.
Yes, and reset both in standard and wild to the same level, so you can play one month standard and the other wild
At least I know I won't be getting any normal or golden Millhouse Manastorm ever again, since I got them both from the 40 packs I bought last week. Thanks B.B. ;)
