I think that the only card in the game that has an effect while is in the deck (other than the Start of Games) is Patches the Pirate and that's because the effect specifically mentions that the card has to be in the deck. All other cards count as "not existing" while in the deck. That's why Holy Wrath paladin is a thing, because the minion don't apply its self-discount while is in the deck.
