What has Lamplighter done? There are not that many good elementals to get consistently good value out of it and payoff seems rather weak for contaminating one's deck with bad elementals.
Considering it has singlehandedly carried 3 different Elemental decks into viability (one of which is in a class with 0 Elemental support), it's safe to say it's more than a little strong.

2x golden Lamplighter, 2x golden Congierge, 2x golden Hydration station... We are gonna be rich!
Kinda wish they included Hozen Roughhouser with a small nerf either to 4 mana or reduce its health to 3 and a nerf to something in the Painlock arsenal dunno what but I feel like it has the potential along side of course Paladin that is untouched to wreck the meta after the nerfs.
They can make the shaman tourist cards 0 mana, I'm still not playing them because the archetype is awful!!
Think about it for abit and you realize how very wrong you are in not playing it, making it 0 mana would make it insane even if you would just draw a single nature spell it would still be a 5/5 0 mana minion that draws a card would be absolutly mental. It would be an auto include in every single shaman deck unless a minion free deck emerges.
My Problem with the Shaman Tourist is that you don't have a real insentive to play it on Death Knight. Like all the payoff you have is on the Shaman class, all the synergies are on the shaman class, and the few other school cards that you have access are from the Shaman Class...So why just don't play that archetype in the Shaman class?
If you play Wild like me, you even has the support of Sunken City cards, but DK has no reason to play it. Like yeah, you are going do draw A good Frost spell, a good Shadow spell, a mediocre Fire spell, and a bad Nature spell...but then what? Is not even that I think the card is weak, I just don't like the design. The card is just "Play this entire Shaman archetype" but non of your other cards interact with that strategy at any level. Is like the most inorganic Tourist of all, its just "play that but here". But other than DK having Shadow spells, and specifically one Naga, you don't have any synergie. Is like playing a mini deck inside your deck.
In their last message to the community they said they were going to be more transparent in their communication but we're still getting the news of a news. *sigh*.
My guesses for the nerfs:
Hydration Station will ressurect 3 different taunt minions
Inventor Boom will ressurect 2 different friendly mechs
Ticking Module costs (1) less for each friendly minion
Lamplighter will either go to 4 mana or not be able to damage a hero, I would guess the former
Concierge will no longer reduce the cost of your cards by less than (1)
Chia Drake will either be reversed to a 2/4 or its cost is increased to 5, I would guess the latter
Your Guess sound kinda exactly as what Brian Kibler sugessted. You could be cooking.
But I think the same. I feel kinda sad for Concierge, the (But not less than (1)) clause is going to make it pretty umplayable, and in my opinion the real problem was the Mage Drink, not that card. So A sad goodbye for my Drunk Tess deck. What I would prefer is "your first card for another class each turn costs (2) less" or something like that. Just cause I don't like when they nerf cards until make them usless. And cards already proved to not be good if can't reduce costs to 0.
And the change I wish for Lamprlighter is make it (Once Per Game), what I'm actually expecting, is turning it in a 5-Mana card.
Just watch them bump the Concierge to 4 and say it's "balanced" now. I mean they had a fix for Zilliax that was easy without nerfing cards around it but they went the bad route anyway.

These are my guesses. Just my opinion I am not an expert on balancing cards.
ticking module???? HUH???? Not the elusive poison reborn lifesteal rush part? And once again, the titans + Reska, the Pit Boss evade nerfs... The most overtuned card designs ever that have dominated the meta for over a year now and NOT ONE TITAN HAS RECIEVED A SINGLE NERF. So sick of the cookie-cutter legendary spam meta. And no nerfs to New Heights? and theyre BUFFING The Ryecleaver. The WORST gameplay: You play a game vs a guy who does nothing but clear your board every turn then they summon 40 mana worth of stuff in one turn and you concede. We need more of that!

Ticking Module is obviously to target aggressive decks which is needed since they are nerfing combo/control aswell and the top 10 decks is like 4 or 5 aggressive decks that all utilize this module. Quite obvious they need to do something about them aswell they cannot nerf everything else and leave the biggest part of the meta intact.
The mass stacking of skills has had its ups and downs whatever you should play it or not, with Warriors new deck that brings them back over and over again its a problem but they are most likely fixing a big chunk of that problem already with the nerfs of to other cards that directly is a part of the ability to bringing them back.
As far as Reska goes yes its powerful but I wouldnt say that DK is over the top and tbh I wouldnt even say that Reska is the most important card they got, it takes time to get fully active if your losing to Reska its because they have already stalled you long enough to get it active.
As far as New Heights goes I agree it should totally be increase Maximum mana by 1 or maximum 2. Being able to get insane amounts of mana can be a problem for future cards.
As far as the weapon goes even if they reduce the mana of it I have a hard time seeing it becoming a staple of a deck.
Your views are pretty one sided from your PoV rather than trying to be neutral and look at things that could acutually improve the game. If they left nerfs to aggro out of this and nerfed control and combo even more the meta would pretty much be 10 really heavy aggro/board centric decks.
The Concierge nerf will be interesting. +1 mana on it slows it down, surely, but maybe it can still function - while a "no less than one (1)" probably kills the card, I think?
Very disappointed to see only nerfs and no buffs for Battlegrounds. This season has far too few exciting minions and the ones listed to get nerfed are some of the most interesting ones.
