I put cards into my deck for a reason generally. I don't want them turned into random crap legendaries that have no role or synergy with my deck.

As for the card, it's super rng. If you get a high cost effect legendary for low cost, you might win the game right away and the reverse "burns" your card (which is not that bad, but still). Really depends on good to bad legendary ration.
I'd say it might be used in decks that don't care about loosing a card or at least in a low cost minion meme deck.
