I've done the New Player Experience on a different region during the last few weeks and could play a decent core DH (thanks to Illidari Inquisitor) until rank 25, facing mostly bad decks or incomplete cheap meta decks.
That's 45 stars, so even supposing 100% winrate (which I might have achieved) and hence 2 stars per win after the 2nd win, that's still at least 2+43/2=23 opponents with actual poorly optimised decks. Different opponents even, as I had not met anyone twice.
However, after that point, I noticed queue times increasing meta decks popping everytime, including players with older paid skins (i.e. N'zoth) or golden heroes. It's likely that as my MMR skyrocketed, I was no longer being matched with new players.
I would assume that had I kept a bad winrate, I would've continued to be matched with more of the same clueless opponents as before.
