Basically, you have three options:
1.) Never dust any cards and have a huge collection but have it be random and mismatched and very uncompetitive.
2.) Dust the cards you don't need. This is what I tend to do personally. I disenchant all the legendaries and epics that I don't foresee myself using once they rotate to wild, as well as most golden cards. It's not a very hard judgment in most cases. I rarely play wild, and you can be damn sure if I do, I won't be playing a face hunter or whatever, so dusting a legendary that only fits in a super aggressive agro hunter deck is a pretty safe call for me. The downside is that my collection will never be as large as it would be if I didn't do this, but on the plus side I can easily have 5+ fully fleshed out decks from 5 different classes every expansion and a few more that are maybe missing a piece or two to be perfect besides that. And I spend at most 20€ a year on the game. That kind of tradeoff is just a no-brainer to me.
3.) Spend (a fairly decent sum of) money on the game to be competitive without having to disenchant cards.
Without spending a ton of money on the game you pretty much have to dust cards if you want to be competitive, and doubly so if you're a legend player, so saying "it's never a good idea to dust cards" is clearly just... wrong. It's not a good idea for everyone, but it's definitely a good idea in some situations.

Bought all adventures, pre-ordered Frozen Throne, Witchwood, Rastakhan's, and every year of the Phoenix expansion. I own some of the hero skins, and bought some standalone packs every now and then. It totalts for several hundred dollars.
It was only manageable to keep a stable in-game collection for me due to the fact that I play Wild. I'm not spending another dime until they make this new reward track more reasonable to progress through. If you are as discouraged as I, show your disapproval by not buying anything else.

"Balance" is also far more nuanced than the community pretends. In the past, the community has gone ape-shit crazy about a deck with a 46% win-rate. No deck currently sports a problematic win-rate - aggro Shaman has been at the top of the VS ratings for a few weeks, winning about 52% of its games. What people seem to be complaining about isn't related to balance at all, but to play-rate. Presumably, the development team can't test for whether a deck will be played by 29% of players on ladder. Also - the game isn't "crippled" by "cancer decks." Christ. For the first time since the game launched, all four archetypes are represented among the top two tiers, and none of the top eleven decks is remotely oppressive. Predictably, lots of people are triggered by this - some hate aggro decks, others think that Reno is the worst thing to happen to the game, while the rest complain about curvestone or OTK combos. Most of the criticism is completely vapid, but people who are impressed with themselves don't exactly care. -

Although I guess now we know all internal testing of Blizzards content is done by their financial department, I really can't explain this result in any other way.
