If the portal summoned the imps at the end of the opponent's turn, that would mean that you would get to attack with the imps on your turn, potentially meaning that you get 18 damage in every turn just because you decked yourself. It just wouldn't make sense. As to the wording on the card, it's sort of an unwritten rule for Blizz that card text can't be longer than 4 lines, so the intended text on Neeru wouldn't adhere to that.
I have no clue as of now which decks will be played, as both Genn and Baku are getting HoFed and many of the popular standard decklists utilize cards from the Year of the Mammoth expansions.
