I think they want to leave some free design room. Battlecries and deathrattles already have to be tame so they don't get too out of control when doubled by brann/baron, they can only do strong end of turn effects right now.
Maybe if they made BG-specific variant with increased stats it could go into tier 6.
I got mukla and evolving chromawing. Fed him 4 bananas at tier 1 and found whelp handler as soon as I went to tier 2. I kept feeding him bananas that gave him +1/+3 or +2/+4.
Balance aside, it's insanely frustrating when you end up losing most of your board to 2 of them just because those dumb pixels keep running into the one with divine shield.
I don't really see the issue, what's happening is pretty logical - attack is canceled because target dies.
How would you resolve it? Pick a new target? If so, should Pyrospawn shoot again? If it does and it proceeds to kill minion again should the cycle continue? Could you wipe entire weak board with single attack? Just makes no sense to me.
Making it resolve after attack would fundamentally change the skill taking away its most important feature - now it can either pop divine shields before your dragon connects or it can kill small minions preserving your dragons shield (if he has one).
C'thun is on another level of broken with whelp handler though, his hero power starts buffing +1/+5 per shot and it's a mess. He can get his entire board to 100+ HP before even reaching tier 6. Couple that with new tier 1 dragon gets absurd attack value if he gets any kind of buff at early tiers and you have stupid combo on pogo hopper level.
I don't mind triple spam, you need double khad and/or brann to make it work so it doesn't happen that often.
As for exodia they should just fix scallywag (and ogre pirate) so "attack immediately" puts them on top of battlegrounds attack queue instead of rushing in between ability/deathrattle resolution which just causes all of this mess (like 1/1 spawns that are buffed off-screen?).
Most tribes don't have decent late game, they choke after reaching tier 6 and they have to transition to divine shield/poison spam because it's impossible to catch up to snowballing elemental/murlocs and decent menagerie.
Selling your 50/50 stat minions to replace with 2/3 poison murloc is just plain insulting.
Elementals are too reliable because high tier eles are literally better version of low tier ones (party ele -> Rag, molten rock -> Garr, statis ele -> tavern tempest) so you're never missing your tools you just upgrade them.
Also Sellemental should drop 1/1 token that locks out Sellemental itself from reappearing in the minion pool, it's just insanely easy to triple the droplets when everyone is putting Sellementals back in the pool.

Whelp handler abuse everywhere, it has such an unhealthy interaction with Razorgore and Kale.
Someone gets to tier 5, finds Razor and suddenly there's 8/40 minion that starts erasing the lobby before anyone even has a chance to find a poison.

I played battlegrounds after 6 months and got only rekt in three games.
Was doing OK towards mid game then I were eliminated within two turns by 20-30 damage bombs

She's like Jaraxxus on steroids and she can buff actually relevant minions.
They should definitely try doing +1/+1 first which is still objectively better than +2 attack but doesn't get out of hand as fast.

Stacking Nomi buffs on golden minions is THE dumbest thing in battlegrounds right now.
Also Majordomo and Rag buffing non-elementals allows for flex plays impossible for any other tribe.

Elementals are the only tribe with endgame stats right now.
Everything else just falls apart and has to shift into divine shield poison or entire board will suicide into 30/500 Garr
