Note that they removed the "Spell locked" feature from the third phase. Either it's because of the Mercenaries delay or it was supposed to be the Battlegrounds skins.
I mean, that what a beta is for. To introduce and change core aspects of the game( like the skins or that there is now a 25% chance to include darkmoon prices in a lobby) before commiting to them on release.
