This card isn't as insane as some people are feeling based off knee jerk reactions. It could be a strong card in a different Hunter deck down the road but in the current deathrattle Hunter deck it's mediocre on average.
The situations where it's really good are situations where you've likely already won. If you're in a position to trigger 3 or 4 deathrattles with this then you've probably already won. If you're in a position where you played a highmane on turn 6 and it's not dead the next turn, you've probably already won.
It's too much of a 'win more' card in the current DR Hunter deck and doesn't do enough when you can't use it. It'll be a dead card in your hand quite often and on average will be something like 2 mana draw a card off a loot hoarder or 2 mana spawn 2 1/1's from a spectral creeper or 2 mana draw a secret from a mad scientist. That's just really not that great.
However in the future we may see Hunters with bigger cards like cairne and sylvanas to really utilize this cards power. It's a potentially strong card but not for the reasons most are immediately thinking.
The original hero powers would have to be rewritten completely. They're so low value that there simply isn't 27 different ways to make one. Adding complexity would be good but you're failing to understand the structure that hero powers follow and that there literally isn't enough options to make that many more. Hero powers would have to be changed to higher value mechanics to allow such diversity which would change the game completely, perhaps for the worse.
Given the current value that hero powers are worth, there simply isn't enough ways to do it to have differing mechanics of relative equal value for that many hero powers.
It's horrendous. Gives your opponent a free minion and tempo. It's not even 50% chance for this to work out in your favor because you spend almost half your mana to cast it. Playing this card helps your opponent more than you in the majority of situations.
You will not see this card anywhere in tournament play, ever.
TCGs work very similarly to competitive Pokemon. The best players come up with top notch strategies and then everyone works to counter that build. Once the counter build becomes the new standard the same process repeats. It's a shifting metagame. Cookie cutter only lasts until someone bakes a cookie that kicks your cookies ass.

Expected to one shot all the bosses. Did just that. Not disappointed. Shifting multiplayer meta is by far more exciting.
