The short answer: they probably did, but to create hype around Demon Hunter they made the cards too strong just so they kan nerf them later

the point is not the number of cards.
but the quallity.
every XPack caome with 120+ cards. and only 50 or less make it to the meta. the rest is trash.

why remove the win condition of a deck ?
he is just one of many win more cards.
if they change every cards that win the game for you if the opponent can't answer... control is dead.
for me Tyrion is a bigger ofender.

antonidas was near trash tier before GvsG and spare parts.
the only card that make it work now is Ronin.

curse of rafaam is a big tempo card.
you play it turn 2 and deal guaranteed 2 dmg face.
your enemy now have a choice : play 2 mana and waste a turn or keep taking 2 damage every turn.
see ? you countered a whole turn from your opponent.
reliquary is more of maybe with in a token agro

Let me add auto disenchant normal / golden versions of cards if you already have 2.
you mark a checkbox for what version you want to remove.
so no more 2 normal and 2 golden only the one you want.
