Malygos himself isn't the problem, the problem is all of the stall cards. Even if he doesn't get hall of famed, he will become severely worse when things like Spreading Plague finally leave.
There will always be new stall cards. Malygos is the only constant. He wont get worse. He does exactly what hes always done. The tools might change, but there will always be a Malygos OTK deck in one form or another.
Malygos is very meta dependent and does get worse. There will not always be a Malygos OTK deck, at least not in the top tiers. For long stretches in Hearthstone's history Malygos was only seen in fringe tier 4 decks that you could go months without seeing on ladder.
Ragnaros wasn't HOF'ed just because he had a big impact on the game. He was HOF'ed because he had a big impact, could be played in lots of different decks, and his effect randomly decided too many games. Malygos doesn't fit well in decks that are not build around him, and his effect isn't random, so he's a completely different class of card than Ragnaros was.
Note: 4 health from a priest isn't as big of an issue, because there's a cap of 30 health on a priest, and the hero power is useless if you're at full health.
Priest can heal minions with their hero power too, and healing a minion for 4 can be a whole lot of value.
If you could choose the target this would be really good, but since it is random I'm not so sure. I don't see where this would fit into a deck and be better than Hunter's other options for the same slot.
Rush minions have always been been great vs aggro, and bad vs ctrl. This just make them even better vs aggro/tempo, and is a bad card vs ctrl (It's does nothing)
I actually think this is the opposite. It won't do that much against aggro as by the time you play this you will likely already be ahead and will be pushing face instead of trading, but with control you usually lose because they play a big minion that you have to waste too many resources to remove and it runs you out of resources. If you time this right and can remove that big minion while also pushing even harder on the board, and do the same thing again the next turn, that is a huge plus.
This card actually doesn't look too bad. Probably not standard viable, but maybe in the right deck. Much better than the standard pack filler at least.
Honestly I don't think this card is that great. The stats aren't great and pulling a random secret from your deck might not be that great. However, the benefit of this card is that its a neutral minion.

If no aggro decks exist then what would you call murlock mage and odd paladin? there may be an argument for calling odd paladin a midrange deck (although I don't agree with it), but I don't see how you can argue that murloc mage is anything but aggro.
Newsflash to all the whiners... when the oppressive cards you whine about rotate out, other cards will take their place and become just as oppressive.
Other cards will take their place as the best cards in the format, but that doesn't mean that those cards will be just as oppressive. There's a difference between how good a card is and how oppressive it is.
1/4 Taunt for 2 would never see constructed play. Way too weak. Goldshire Footman for 2 mana.
A neutral 1/4 taunt for 2 would constructed see play because it's neutral.
Twilight Geomancer never saw play. It was arguably one of the worst cards from WotOG.
Some cards can be unplayable in one meta and good in another. While I'm not sure this would see play if it was only a 1/4 taunt for 2, i don't think comparing it to something similar from a completely different meta is a fair comparison.
I don't usually open any packs I get expansions until the next expansion drops, and then I open about 300 packs all at once, so obviously I LOVE this change. I understand it's not for everyone though.

Execute is usually used to remove big threats where 4 damage isn't enough. I certainly wouldn't put it in the same league as execute.

If against aggro it probably is, but against control it most likely is not.

Murloc mage doesn't win on turn 4/5? Are you serious? I've certainly lost a couple games that quickly to murloc mage.

That's not true at all. I prefer the experience on phone/tablet so I choose to play all my games that way instead of use my PC.
