Understatted? Are you fucking high mate? It has 6 total stat points and the mech tag at 2 mana. That's better than a lot of 2 mana cards.

Rend Blackhand has use in Wild dragon decks, though he has gotten worse with time.
The Voraxx is extremely good in quest Paladin or just a really good card to use in a Control Paladin with Spikeridge Steed. There's other uses but those are the main ones.
Dragon Soul is pretty good. I don't get why that's even on this list.
Moroes has uses but gets shit on by AoE. Tbh I dusted his ass a long time ago and I haven't regretted it outside of a few tavern brawls.

Leave malganis out of this. They aren't nearly as big a deal as priest's bullshit.

The card, not the keyword.
It gives a minion Rush, not charge. I feel that at this point this card has completely lost anything resembling an identity. Blizzard should either remove this card completely and replace it with something else, revert it back to its pre-nerfed state (which was overpowered because of cards that have since been nerfed or cannot be played in standard anymore), or rename it Rush and change its card text to say it gives Rush. Cause it doesn't give Charge.
