As the card states, no minons with the same mana-cost can be summoned by it's battlecry. So, having a single deathrattle minion of a certain cost (for example, hadronox as your only 9-drop) and no more than 7 different mana-cost minions in your deck secures that nephtys will summon and destroy that minion. Be careful with killing N'Zoth!
Why not replacing Firelands Portal with Blazecaller? When it works it is directly better than the portal, and it has sinergy with lifesteal (the battlecry restores 5 health too).
Pseudo-removal that nulifies both players ability to target, until one of them has no other option but to waste removal or silence the affected minion. Allows you to not play around removal, but also allows your opponent to do so. It is a tool that must be managed with caution.
Edit: For clarification, absolutely all targeted abilities that are not attacks from a minion or from a hero are redirected to the affected minion, including: effects that can't normally target an enemy/friendly minion; effects like Alexstrazsa's ; randomly targeted "targeted abilities" (for example a Frostbolt from Yogg); and even this same spell.
Note that, unlike Humility, your card can reach 0 attack, nullifying the ability of the minion to attack. Even then, that is the only situation were this is a better option. So, i think that -3 damage is way too little. -4, or maybe even -5 damage should work better.
Pseudo-removal that nulifies both players ability to target until the affected minion dies. Allows you to not play around removal, but also allows your opponent to do so. It is a tool that must be managed with caution. Thematically, it fits in thse two classes, but gameplay wise i'm not sure wich one would require it, given the removal options they already have (Shadow Word: Death and Sap respectively).
Edit: Made changes on the wording of the card, taking the suggestions of Demonxz95 on account. Thanks!
Kind bunny just doesn't make sense. In turn one you draw both of them, and that's it. Now, if you want only one buny to be drawn whenever you spend mana and have 1 mana left, you could change the text and make the card a legendary. Even then, the card has no downsides, so it would be a staple in absolutely every deck.
Short tracking. If i understand well, you can have a deck of only this card and it would be competitive. Infinite one drops. Now, you said it was a type of tracking. If what you want the card to do is to draw one of three one drops from your deck and discard the other two, it would more balanced (it would have to cost quite some more mana), as you would enter fatigue very quickly, even with carnassa broods
Pirates are not as rare as minions with 1 remaining health, i would say that without the buff the card is still extraordinarly powerful. If you wanted this to only destroy minions that start with 1 health, you should reword the card's text (it would still be too good).
I personally love cleanse. It's what purify should have been, a free cycle card with a downside, and it can also act as small removal!
Renferal is interesting, of course, but the stat distribution is very poor (something that i think was done on purpose), that would be fine if the card did something the turn it's played, or at least one turn after. But until you have ten mana this card does nothing. I would just give it good vanilla stats. The effect is not as strong as one would think.
Arrow of polymorph is just too inconsistent. If you get a big minion when targeting an enemy, you get reaally screwed, and if you get anything below 5 mana when targetting your minion, it isn't any better (it would probably still be run in hunter though. Random cards with enormous highrolls are always good).
Also. Ner'zhul is interesting, but few people seems to realise that being a warlock you would know exactly what card you are going to draw EVERYTIME.

Degrade is too good for 1 mana. Compare it toArcane Explosion or Maelstrom Portal, and it's also for paladin! Too over the top.

When you think your pun is fun and original, but it's not.
