it really does seem to pop up a LOT less than it used to. Not sure if its because the number of available quests has increased or they toned it back or both.
I crafted one for 3200 after a pretty solid 8 legendaries (one gold) on 120 packs. not counting the freebie. My gold ones were the two Warlock dudes not bad.

This is great! you can also give the Ashtongue taunt with the lackey to get around their taunts if they have too many.
