Agree, the text is confusing. If the effect is aura (like stomwind champion), the minions would return to 5/5 whenever something happens. Equality would be a full heal and buffs like cold blood won't work either. Damage of course works as it doesn't change max hp of the minion. I think this sets the cards to 5/5 when they are played or when they are drawn (like mistcaller works). So let's hope it is text inconsistency.
Damaging them would work anyways.

It says "plays" not "summons" so Swamp King Dred won't attack card summoned by dirty rat. (Otherwise Dreadsteed would be a perfect counter for this.) But if your opponent plays Dirty Rat that summons your Swamp King Dred, it will kill the Dirty Rat.
