Patches the Pirate is definitely still one of the best cards in the game.
Genn Greymane and Baku the Mooneater are, without a doubt, the two strongest cards in the game right now, though. They got hall of famed prematurely for a damn good reason, and still terrorize wild.
Sunkeeper Tarim is probably one of the most underrated top tier cards.
Oh and regarding match-up statistics and whatnot, hsreplay.net is probably your best bet. Click on Meta in the top, select your deck and go to Matchups to see what you're favored and unfavored against. It also shows the best cards to mulligan for.
I'd upgrade your murloc and midrange hunter deck with that dust. There's probably a few legendaries and epics you could add to both to make them a lot more effective.
Looking at the power level of these I think crafting Tirion might be the best bet
Continuing on my theme of "essential" versus "nice-to-have": you might want to look into Mech Paladin--specifically, whether you're close enough to justify crafting Zilliax + Kangor's Army, since you already have the Crystalsmith + Rhyssa + Shirvallah for that archetype and those 2 cards would make a much larger power swing than Tirion. Or alternatively, if you want to try OTK Paladin, you'd probably be more interested in Baleful Bankers and card draw like Prismatic Lens. Unless you just REALLY want to play Tirion. ;-)
Mech paladin doesn't run Crystalsmith and Shirvallah though?
On average you'll get one legendary per 20 packs. At worst you'll get 1 legendary per 40 packs.
As Tamika_Olivia said you will at minimum get 2 legendaries, 3 if you haven't bought that set of packs before. Because you'll get a guaranteed one within your first 10 packs.
The best shaman deck (Murloc Shaman) doesn't run any of the legendaries you mentioned.
It does run both Hagathas and Shudderwock though, for your shaman legendaries. Some builds even include Scargil.
I've seen some control shaman lists and most of them only run Zentimo, out of the three cards you mentioned. Control shaman's problem is that control warrior does nearly everything better. The only upside that control shaman has over control warrior is that it can consistently pull double Elysiana, which isn't really that relevant anymore, and that it has a better matchup against mech based decks. Problem is that mech based decks are dropping in popularity. Midrange hunter seems stronger in the current meta than bomb hunter, and mech paladin has long been overshadowed by other decks.
So yeah... If you want a good shaman deck, go with the murlocs.

For midrange hunter you'll definitely want a second Master's Call, a second Dire Frenzy and Zul'jin for lategame. I'd cut the Hench-Clan Hogsteed and two Hunter's Mark first.
For the murloc deck you'll definitely want to craft another Murloc Warleader and Murloc Tidecaller. Warleader is a two-of in every murlock deck, no exceptions, and tidecaller allows you to win games in the first few turns. After that you should look towards improving the deck's lategame by adding powerful legendaries such as Shudderwock, Hagatha the Witch and Swampqueen Hagatha. Start by removing the Lightning Storm and Feral Spirits and later on also get rid of the Bluegill Warriors and Flametongue Totem.

Just follow the basic rule: craft decks, not cards.
Other than that it really comes down to the power level of the cards you're looking at and how much of a necessity they are for your deck.
