Ok, what removal is best than HEX? One than remove more efficient minions like Tirion and Sylvannas.

This little guy is the most safe craft in game, in years I used him much more than others awesome legendarys like Rag or Ysera, and the best part, he is not OP and is in classic set, probably never will be nerfed and never will rotate.
For me all cards of LoE, this adventure is by far the best card design ever, nothing is boring or OP, have crazy and good effects by not like MC or CotW before nerf.
TGT with few exceptions don't be missed, so far the worse expansion ever.
Warrior have good weapons, can wait, rogue have your best card nerfed with the bullshit excuse "Now we can create good weapons for rogue" and don't receive nothing, instead one the best weapons make for the more broken class...
I think Blizzard don't have a clue about balance the game, spirit claws is one of best weapons in game, instead give that for rogue they do for shaman, the most broken class in meta... :(

If a card is designed that always blows up a certain deck then that deck will never be top tier. You can design tech cards to deal with things without pushing a deck out of the meta.
A healthy meta shouldn't have straight counters. Don't you realize that a healthy meta is healthy because the win rates are somewhat balanced?
But is exactly this kind of "Top Tier" this topic is about, if extreme techs like i give a example exists no one deck become top tier and we have balance and variety, with tools to prevent things like paladin secret or now midrange shaman become top tiers, rules all and close other possibilites.
Of course this maybe fall in personal preference, but I think will be much more fun and interesting have a lot of decks competitive than a few "Top Tiers" copy&pasted for everyone and you don't see nothing else in ladder, is horrible, I play vs 10 shamans (10 paladins before standard) for each match with rogue, priest or warlock.
You have a point, my sugestion maybe not the right aswer, but this kind of meta where you see the same netdeck over and over again is terrible.

2- But there should never be a card specifically naming another class to counter it, that's just absurd.
1- What? Destroy weapons minions? Crap neutral healing? What card is a response for a free 5/5 taunt?
2- Why is absurd? This game don't have sideboard, the idea of a tech card is exactly this, very bad in many situations but extreme good in right situation.
The actual meta is a sicking sequency vs shaman, i think if is not the case to have neutral tech cards extreme bad vs other classes but completely broken vs a specific class.
Example: 4 manas minion 0/1 with "Batlecry gain +4/+4, draw 5 cards and fully restore the health of your hero if your opponent is a shaman.", of course will have a version for each class, this way prevent this kind of meta, if a class start to rule all, like paladin before standard, you always have something to do.
