It means that a deck can be tier 1 in gold and tier 3/4 in legend. Because of meta and skill
Being tier 1 in gold means exactly nothing. You can prey with bad combo deck or aggro deck on unrefined builds, meme builds, bad players, etc. sure. But saying you have viable deck that can compete in meta is just not true. Just like Mech Mage in Standard. It was a bit different for a moment in twist when there were few people above gold, not to mention at legend, but now it's just the same.
Well, just look at hsreplay, they have twist statistics like for every other format. If you say you don't know them at this point means you don't want to know about them as this is what I was bringing up literally in every post.
HSreplay statistics are useless. You're looking at stats from hames between bronze and high legend, but mostly from gold and lower.
What that means is that the vast majority if HSreplay stats are collected from games between bad players, unless you're paying a subscription for the ability to filter them.
